About Julie

My name is Julie Lightbown, although I prefer to be called Jue/Joo.

I have over 20 years of experience working within Adult Social Care, I have held a number of roles, within a variety of provider settings.

I have multiple and diverse skills with regard to the Health and Social care sector. I am passionate about improving outcomes and supporting to improve quality for vulnerable adults who require a service. I hold a Level 5 certificate in Health and Social Care Leadership and Management

I started my career as a Support Worker, working within a residential setting supporting adults with complex learning disabilities ages 18-65 years old.

I have held Support Worker, Senior Support Worker, Teak Leader, Service Manager, Senior Service Manager and Area Manager roles

I have held 2 previous Registered Manager Registrations in conjunction with one another.

• Supported Living Services Rated GOOD (Feb 2018) with Outstanding in Effective, this rating was maintained for 5 years. Due to the size of the service, this was a joint Registration with joint responsibility for a given geographical area.

I was able to use my values-based approach, learning, development and transferable skills from the existing Registration, Supported Living Services (Personal Care) and managed a team through consultation and novation of provider. I supported creating and embedding a culture that encouraged innovation and learning and as part of a team, was able to make significant changes to improve the quality and governance to enable the service to meet the fundamental CQC regulatory standards.

• Respite service (Accommodation for persons who require nursing or personal care 18-65yrs). Requires Improvement (Jan 17) to a Good (May 18).

I have a proven track record of innovation in the development and operations of ongoing support to people with a wide range of special needs - many of which are complex and diverse, including those with moderate and severe levels of Learning Disabilities, Mental Health Needs, Autism, Physical Disabilities, Acquired Brain Injury, Sensory Needs and other associated complex conditions.

I had a 3-year career break from managing services, during this time, I have trained in Level 7 Leadership Management. I am currently working towards a level 2 in Counselling skills.

Short and ongoing residential care

Albert Road is a specialist neurological care service providing residential support for adults following a brain injury or with a neurological condition. Our progression model of care offers transitional /long term residential care living in a well-equipped residential setting.

Supporting people through post-acute rehabilitation, our goal is to promote and maintain optimum independence and choice through a personalized support plan. The personalized support plan or GAS (goal attainment scaling) is both written and reviewed in consultation with the individual to help maintain their optimum goals through the management of their specific needs.

With a focus on Cognitive impairment we have individual support guidelines to cover functions such as attention, memory, information processing and executive skills. We also work with SASNOS, a tool used to establish areas requiring more support such as relationships, social skills and behaviour.


Having recently undergone an extensive refurbishment, Albert Road offers 7 en-suite bedrooms, situated over 4 floors with lift access to each. Communal spaces include a spacious activities room, 2 lounges, a dining room and 2 kitchens, ¬one of which is for individuals to prepare and cook their own meals with support. Outside Albert Road has a large garden with a wheelchair accessible decked area, raised flowerbeds and a large gazebo which is regularly used to provide safe family visits. There is also on-site parking.
